Traditional commercial districts, such as downtown Momence, are places of shared memory people come to live, work and play. To enhance its vitality and historic character, as well as unlock the potential to serve the needs of the local community, Main Street Momence, in partnership with a 25-member Steering Committee representing various stakeholders, agencies and organizations, is embarking on the development of a Downtown Master Plan. The overall purpose of the Downtown Master Plan is to develop a compelling vision for Downtown Momence's future in terms of its urban design and streetscape environment, land use, historic preservation, land use mix and new facilities such as museums, plazas and riverwalks. The Downtown Master Plan will also present a set of planning and revitalization strategies and recommendations to help guide the Momence community in implementing various projects and initiatives over the next several years.
In developing the Downtown Master Plan, the following project approach will be undertaken:
- Create a clear, documented and shared vision of the future that "sets the stage" for funding opportunities, capital improvement programming, real estate development, and streetscape and public space enhancements.
- Strengthen Downtown's overall historic character by recommending appropriate facade and storefront improvements and quality infill design that complements the architecture of existing historic buildings.
- Develop an optimal short and long-range downtown land use strategy for Downtown Momence that considers location for appropriate new development that support the long-term revitalization of the commercial district.
- Assess transportation planning, parking and traffic management issues as it relates to possible redevelopment and revitalization activities. The goal is to balance pedestrian and vehicular traffic needs within the downtown district.
- Establish a framework for changes to downtown zoning and land use regulations that promote an appropriate land use mix and high quality building improvements and sustainable site and building design.
- Identify other sensitive areas of Downtown Momence that should be preserved and maintained due to their character, scale and contribution to the immediate neighborhoods as well as the Downtown.
- Develop a detailed implementation plan that outlines which agencies and organizations are responsible for certain activities and initiatives. In addition, financing tools and mechanisms for implementation of the Plan will be identified.
- The Lakota Team will work closely with the Steering Committee, the City of Momence, and local stakeholder groups, to solicit community input, including an area/site tour(s), participatory visioning workshops, project review meetings, and presentations.
