PLANNING PROCESS
The process for developing the MacArthur Boulevard will involve three phases: an assessment and analysis of existing conditions on MacArthur Boulevard, a visioning phase where preliminary strategies and planning strategies are developed and tested, and a final, plan-making phase in which final planning goals, strategies and implementation steps are determined. Throughout the plan-making process, a wide range of private sector stakeholders, residents, Boulevard advocates, and public agency representatives will be engaged through focus groups, interview sessions and public workshops to gain community input, consensus and support regarding the recommendations and strategies presented in the Study and Plan.
Phase 1: Corridor Analysis (March - May 2010)
The first-phase of the process will include on-site fieldwork, stakeholder and focus group interview sessions and a community workshop. The workshop will focus on existing conditions and potential redevelopment and revitalization scenarios. The analyses and meetings will be summarized in a State of the Corridor Report. The Report will include a review of policies, development strategies, transportation issues, market conditions, and land use regulations. The culmination of these efforts will prepare stakeholders to move into the Community Visioning phase of the process.
Phase 2: Community Visioning (June - July 2010)
During this phase, ideas and concepts that address local land availability, market conditions, access and circulation, parking, and potential development and redevelopment opportunities will be generated. The goal of Phase 2 is to solicit input from local and regional stakeholders, residents, business and property owners, and others regarding, development, market, urban design and transportation issues related to MacArthur Boulevard. Development scenarios will be presented to identify potential operational issues or other constraints. A community workshop will be held to gain public feedback and further refine the development concepts, generate additional ideas, and prioritize an overall land use and development direction for the study area. This phase will also begin to address goals, policies, and transportation and infrastructure needs related to MacArthur Boulevard's potential.
Phase 3: Corridor Plan (August - September 2010)
Based on the input from Phases 1 and 2, the Lakota Team will prepare a more specific development and revitalization framework Plan. The Plan will be sensitive to the multiple needs of the community and responsive to its land use, physical conditions, and overall development potential. The Plan Will offer the local and regional stakeholders optimal short-term and long-range development choices. It must go beyond "land use bubbles or zones" and more closely assess the development potential of undeveloped and underdeveloped land. An implementation strategy will also be prepared to address policy and zoning changes as well as public and private actions that can be taken to advance the goals and objectives of this Plan. This Phase concludes with presenting the Final Plan to the Steering Committee and the Springfield-Sangamon County Regional Planning Commission.
